- Incorporation of New Promotions: The final list includes the incorporation of 161 Assistant Engineers who were promoted to Assistant Executive Engineers as of January 1, 2023, based on recommendations from the J&K Public Service Commission and the Departmental Promotion Committee.
- Deferred Regularization: The seniority of officers whose promotions are pending due to issues like Vigilance Clearance will be adjusted once their regularization orders are issued.
