Mission YUVA: Transforming Jammu and Kashmir into a Hub of Entrepreneurship and Employment

The government is actively working on a groundbreaking initiative, Mission YUVA, aimed at establishing Jammu and Kashmir as a hub of entrepreneurial excellence and employment generation. Lieutenant Governor Manoj Sinha announced this transformative plan during the Republic Day celebrations.

Mission YUVA envisions creating over 1,37,000 enterprises and generating approximately 4,25,000 jobs within the next five years. This ambitious project seeks to tackle unemployment, with a special focus on empowering youth and women. By building a dynamic ecosystem for enterprise development, the initiative leverages Jammu and Kashmir’s socio-economic potential and rich cultural heritage to drive inclusive prosperity.

The programme targets fostering nano-entrepreneurs, particularly first-generation entrepreneurs, women, and youth from remote areas. It also aims to establish new MSMEs in growth sectors, scale existing businesses, and encourage innovative startups and knowledge-based enterprises.

Alongside Mission YUVA, the administration has accelerated government job recruitment processes. Over the past five years, 40,000 appointments have been made transparently based on merit. Additionally, 10,616 positions have been referred to the Public Service Commission and Services Selection Board, with notifications issued for 7,376 positions. Exams for 6,090 posts have already been conducted, and compassionate appointments under SRO-43 are being fast-tracked, with 1,116 cases approved and 150 under review.

Jammu and Kashmir’s progress extends to sports and youth empowerment. Under the Khelo India initiative, 4,500 children have received free training at 92 centres, with many achieving national recognition. Around 15,000 athletes from J&K have participated in national and zonal competitions, with a significant rise in women’s participation. Women athletes have won accolades at both national and international levels.

The revival of international cricket through the Legends League, hosted in J&K for the first time since 1988, has drawn global attention. Furthermore, facilities such as a water sports academy in Srinagar, a fencing academy in Jammu, and the soon-to-be-completed Khel Gaon in Nagrota are poised to elevate the sports infrastructure. High-performance training centres are planned for each district, and a gymnastics academy will be established at GINDUN Stadium in Srinagar. Preparations are also underway for the fifth edition of the Khelo India Winter Games in Gulmarg this February.

Urban and rural youths are benefiting from self-employment initiatives like the National Urban Livelihood Mission and Himayat Scheme, which promote skill development and the formation of self-help groups. The government also aims to empower 40,000 women as “Lakhpati Didis”, promoting rural women’s livelihood and self-reliance. Additionally, 20 Women’s Empowerment Hubs have been established, serving as resource centres for women-centric schemes.

In a significant achievement, over 550 persons with disabilities have secured government employment due to updated reservation policies and tailored notifications for benchmark disabilities.
