Key Conditions for Promotion:
1. Verification of Service Records: Officials’ details must be verified before implementing the promotion.
2. Completion of Required Service: Employees must have completed 9, 18, or 27 years of continuous service.
3. No Ongoing Disciplinary Cases: Employees under suspension or facing disciplinary action are ineligible.
4. No Change in Duties: The promotion does not alter the designation, seniority, or responsibilities of the employees.
5. Pending Vigilance Cases: If an official has an ongoing vigilance or criminal case, their promotion will be withheld.
6. No Promotion for Those Who Decline It: Employees who refuse the promotion for any reason will not be reconsidered.
7. Performance Requirement: Employees must have satisfactory Annual Performance Reports (APR) for the past three years.
The order emphasizes that service verification is the sole responsibility of the Drawing and Disbursing Officers (DDOs) before implementation.
Issued under order number DSEJ/TBP/721 of 2025, dated 28-02-2025, the directive has been circulated to relevant officials for necessary action. The Director, School Education, Jammu, has also directed that the order be uploaded on the official website.
