J&K Govt Actively Considering ACP Proposal for JKPSC: SRINAGAR: The Jammu and Kashmir government has informed the Legislative Assembly that a proposal to introduce Assured Career Progression (ACP) for 10+2 lecturers recruited through the Jammu and Kashmir Public Service Commission (JKPSC) is under active consideration.

This statement was made in response to a question raised by MLA Ch. Vikram Randhawa during the ongoing session of the J&K Legislative Assembly. Addressing concerns regarding limited promotional opportunities and career stagnation, the government clarified that currently, JKPSC-appointed 10+2 lecturers are promoted to the position of Senior Lecturer along with two advance increments.

Following this, eligible lecturers are promoted to the post of Principal or equivalent positions under Pay Level-10A (₹56,600–₹1,79,800) as per the existing rules. Further promotions lead to the role of Chief Education Officer (CEO) or similar posts.

Regarding demands for Functional Upgradation (Non-Functional Upgradation – NFU) or ACP—similar to the career progression given to Assistant Surgeons, Dental and Veterinary Doctors, and ISM doctors—the School Education Department has proposed the implementation of ACP for lecturers.

This proposal was discussed in the Establishment-cum-Selection Committee meeting held on June 5, 2024. To examine the proposal further, a sub-committee was formed by the General Administration Department (GAD) via Government Order No. 1339-JK(GAD) of 2024, dated July 9, 2024.

Additionally, an internal committee was set up by the School Education Department through Government Order No. 357-JK(Edu) of 2024, dated September 11, 2024, to review the matter in detail.

The government emphasized that the issue is currently under active review and being closely looked into by the concerned departments. (Kashmir News Observer – KNO)
