Jammu Kashmir BOSE Enforces Uniform Curriculum, Warns Schools Against Deviation

JAMMU: The Jammu and Kashmir Board of School Education (JKBOSE) has reinforced its directive mandating all affiliated schools, including private institutions, to strictly adhere to the curriculum and textbooks prescribed by the board. The move, aimed at ensuring uniformity in education across the Union Territory, aligns with the National Curriculum Frameworks and the National Education Policy, providing students with a level playing field at the national and international levels, according to a DIPR statement.

JKBOSE develops textbooks in strict accordance with the curricular goals envisaged in the National Curriculum Frameworks. A dedicated panel of experts drawn from higher education, school education, and other distinguished fields is responsible for reviewing, editing, and finalising these textbooks. This process, carried out with academic rigour, remains free from any external intervention. The board oversees the syllabi, courses of studies, and textbook development for classes 1 to 12, ensuring compliance with national guidelines and fostering a standardised education system throughout the country.

The statutory foundation of this mandate is rooted in Section 10 of the JKBOSE Act of 1975, which empowers the board to develop courses of instruction, prepare curricula, and prescribe textbooks from the pre-primary to higher secondary levels, including the Elementary Teachers Training Course. Further strengthening this regulation, SRO 123 Clause 11(a) mandates that every affiliated school must follow JKBOSE’s prescribed curriculum and textbooks. Any deviation from this directive constitutes a violation of regulatory norms, and external publishers have no authority to dictate or alter the prescribed materials. The High Court of Jammu and Kashmir has also reaffirmed this directive, underscoring that all affiliated schools must adhere to SRO 123, thereby reinforcing JKBOSE’s exclusive authority in textbook prescription.

In its meetings held on August 7, 2013, and May 18, 2023, the State Affiliation Committee/Recognition Committee resolved that any academic institution failing to comply with JKBOSE’s prescribed textbooks and curricula would face disciplinary action, including a penalty of up to Rs 50,000 or both. To ensure strict implementation, JKBOSE issued Notification No: F (Acad-C)/E-File-7318285/TXT/BK/-XIV/23 dated December 22, 2023, directing that from the 2024-25 academic session, all affiliated schools must exclusively follow JKBOSE-published textbooks. Additionally, schools have been explicitly prohibited from forcing parents or students to purchase books and materials other than those prescribed by the board.

To enforce this directive, special inspection teams will be constituted in collaboration with the School Education Department, tasked with monitoring compliance across the Union Territory. Any educational institution found violating these instructions will face strict action under relevant JKBOSE norms.

While free textbooks have already been distributed in all government schools in winter zones, JKBOSE has taken proactive measures to ensure that textbooks for private schools are readily available through registered booksellers in the market. These textbooks, based on the NCERT format and content, have been contextualised with a localised touch, fostering a sense of belonging among students, a feature often missing in books offered by private publishers. Notably, JKBOSE textbooks have been well received and appreciated by stakeholders for their student-friendly features, affordability, and high-quality printing.

With the High Court’s backing and stringent enforcement measures in place, JKBOSE has reiterated that all affiliated schools, including private institutions, must implement its prescribed curriculum without exception.
