Sanction is hereby accorded to the advance drawl of 13.25 lacs (Rupees Thirteen lakh Twenty Five Thousand only) out of the funds available under the classification Major Head:4059-80-800-0011-2341-115 (Works) in favour of Accounts Officer, (Adm), Directorate General of Accounts and Treasuries J&K, from Civil Secretariat Treasury for its placement with National Informatics Centre Services Incorporated, New Delhi (NICSI), for implementation of Online Diary Management System (ODMS) subject to the following conditions:-
1. The funds shall be utilized after observing all the required codal formalities as per GFRS.
2. Proper and transparent e-tendering procedure is/has been followed in letter and spirit. 3. The expenditure shall be made on admissible items only as approved by the competent authority.
4. The funds shall not be drawn just to park in the bank account but incurred for the purpose they are meant for.
5. Approval of competent authority where-ever required shall be obtained. 6. The red account shall be furnished to the concerned quarters with information to the finance
department. 7. The NICSI shall furnish Vouchers/utilization certificate of the amount well in time to the Accounts &
Treasuries Department for submission of the same to the Finance Department. 8. The amount is utilized for the activities specifically provisioned for.
This issues with the concurrence of Finance Department conveyed vide No. FD-BDGTOD-8/31/2021- 03 (CC 36391) Dated: 13.07.2022 and U.O No. FD-BDGTOD-8/31/2021-03 (CC 36391 Dated:-10-08- 2022.
