Detailed Eligibility Criteria
Age Requirement: Candidates should be under 65 years of age and should possess good physical health to manage frequent travel to rural areas.
Professional Requirement: Retired Executive Engineers or those from equivalent or higher positions within government engineering departments are eligible. Preference will be given to candidates with prior experience as Quality Monitors (QMs) or National Quality Monitors (NQMs) and those who provide satisfactory experience certificates signed by an officer of Chief Engineer rank or above.
Domicile: Candidates must hold a domicile certificate from Jammu & Kashmir.
Roles & Responsibilities
For UT-Level Quality Monitor (UT-QM):
- Assist the Additional Secretary (Member Secretary MGNREGA) at the UT level with reporting, analysis, and follow-up on evaluations from Quality Monitors.
For Quality Monitors (QMs):
- Prepare visit plans based on assigned work sites.
- Oversee and evaluate a minimum of 10% of the works completed under MGNREGS in each district.
- Travel to assigned districts for up to 10 days a month (at least 5 days per district).
- Provide constructive feedback and advise on corrective actions for project sites. Report on follow-up actions to the District Program Coordinator (DPC) or Program Officer (PO).
- Upload monitoring outcomes to the MGNREGA portal, ensuring transparency and accurate record-keeping.
Remuneration and Benefits
- UT-QM: Rs. 40,000 per month.
- Quality Monitor (QM):
- Rs. 3,000 per day for field visits (up to 10 days/month)
- Travel Allowance: Rs. 10 per Km if using a personal vehicle.
- Stationery: Rs. 1,500 per month.
- Daily Halt Allowance: Rs. 1,500 per day (maximum of 3 nights/month) if the inspection site is over 100 Km from HQ, with receipts countersigned by SE.
Documentation for Payment:
Each QM must submit a tour diary, including photographic evidence, countersigned by the SE after each tour.
Terms of Engagement
- Duration: Empanelment will be for 3 years, with an annual review to assess performance.
- Health Certificate: Applicants must provide a fitness certificate from a competent authority at the time of interview.
