2.Whereas, this office notification vide No: ZEO/M/SmS/9409-13/23 Dated: 08/11/2023 and ZEO/M/SmS/9704-08/23 Dated:-02-12-2023floated advertisement for engagement/hiring of Helpers/AAYAs under ECCE in approved schools for the year 2023-24purely on terminus basisfor seeking applications from eligible candidates:

3.Whereas, the said advertisement notifications were displayed on the notice board of this office, notice boards of concerned schools/Panchayat Ghars. Besides, the said advertisement was published in the leading dailies of Kashmir Division namely Tameel-I-Irsahd””Kashmir Observer”” Subah Kashmir” in their issue on 09/11/2023 at Page No. 09 02 and 03 respectively and “Rising Kashmir” in its issue on 04/12/2023 at Page No. 04

4.Whereas, as per the detailed guidelines/norms to be followed, the Selection of Helper/AAYA has to be restricted to Village/Ward in respect of Rural/Urban area, where approved school is located. The candidate must possess minimum qualification: 8th Class Passed. Preference shall be given to the candidates from BPL Category in the below mentioned order of Priority:

i.Widow

ii.Divorced

iii.Orphan

In case of tie-up of the selection of candidate for Helper/AAYA, the preference shall be given to the elder candidate (i.e Candidate with more age shall be considered). 5.Whereas, in response to the advertisements floated by this office vide above referred references, 251 (Two

Hundred Fifty one) number of application forms from eligible candidates were received by this office upto last date of submission of application forms.

6.Whereas, this office order vide No.: ZEO/M/SmS/9547-49/23 Dated: 23/11/2023 constituted School Level Screening Committees headed by the Head of Institution concerned for verification of documents like Domicile, BPL/AAY

Ration Card, Widow Certificate, Divorced, Orphan Certificate, DOB Certificates etc. submitted by the candidates for engagement/Hiring of Helpers/AAYAs under ECCE in various schools for the year 2023-24 in consultation with PRIs

concerned. The School Level Committee was mandated to draw-up the panel of all eligible candidates in order of merit/preference in sequel to the detailed guidelines of Directorate of Samagra Shiksha J&K UT in consultation with

concerned PRI. 7.Whereas, the constituted School Level Committees in consultation with PRIs/VEC/SMCs have prepared/drawn the

panel of all eligible candidates strictly in order of merit/preference as per the detailed guidelines of Samagra Shiksha.

8.Whereas, this office order VideNo.: ZEO/M/SmS/9550-53/23 Dated: 23/11/2023 constituted Zonal level Committee to cross-check the panel drawn-up by the School Level Screening Committee headed by Head of Institution

concerned in order of merit/preference. The committee was also mandated to re-verify the documents/testimonials/ certificates submitted by eligible candidates.

9.Whereas, the Zonal Level Committee cross-checked the files and the panels drawn-up by the School Level Screening Committee and reported that the panels prepared by the School Level Screening Committees are in order

as per the merit/preference in sequel to the detailed guidelines of Directorate of Samagra Shiksha, J&K UT. 10.Whereas, this Office order Vide No:- ZEO/M/SmS/10220-30/24 Dated: 09-01-2024 Constituted Scrutiny Committee

to Cross-Check the Panel drawn-up by the School Level Screening Committee headed by the Head of Institution Concerned and verified by the Zonal Level Committee. The Committee was also mandated to re-verify the docu

ments/testimonials/certificates submitted by eligible candidates.

11.Whereas, the Scrutiny Committee recommended to publish the tentative list of Selected candidates in phased manner sothat all the Panels and documents/testimonials/certificates Submitted by eligible candidates may be checked properly and selection may be made on Principle of Merit-Cum-Preference,

Now, therefore, in view of the above and on the basis of the panel drawn-up by the School Level Screening Committee duly cross-checked by Zonal Level Committee & Scrutiny Committee & principle of Merit-Cum-Preference,

the Tentative Selection List (Phase-1)for engagement/hiring of Helpers/AAYAs under ECCE in approved schools for the year 2023-24 is hereby notified as “Annexure-A”.

It is further notified that:

1.Mere figuring in the tentative selection list shall not entitle a candidate to figure in the final selection list/engage- ment as AAYA/Helper and shall be subject to the document verification.

2. The Tentative selection list shall be subject to the outcome/writ petition(s), if any, pending in any court of law of the competent jurisdiction.
3. The Tentative Selection List shall also be subject to the outcome of enquiry, if any, involving candidates, figuring in the tentative selection list. In case any candidate(s) is aggrieved with this tentative selection list, she may represent in this office within

Seven days from the date of publication of this notification, beyond which no representation.
